The Official Gazette of the Union published an agreement between the Brazil and Uruguay, which facilitates free movement through permanent visas with the neighboring country. The agreement also makes it easier to place orders for residence permanent between countries.

If you are interested and want to guarantee a permanent visa, you must present yourself to a Diplomatic Mission or a Brazilian consulate, carrying a valid passport or identity card, certificate or declaration of criminal records and a personal declaration of absence of international criminal or police records.

This country change request process is not very bureaucratic, just send the same documents listed above to a department of the Federal Police or the National Secretariat of Justice.

To make it even easier, all fees for these procedures are exempt. Brazilians and Uruguayans who obtain permission to reside in the other country will be entitled to exercise any legal activity in the country they choose to live in.
